Detailed Description:

Whenever you click start, then programs, then hover your mouse on any programs in your list, you see a delay and the next window pops open. If you wish to alter this so that the menu will only open as you click them, then to the following:

Click start, then programs, then type regedit and click ok.
Go to HKEY_CURRENT_USER \ Control Panel \ Desktop and look for a value named MenuShowDelay. You may have to create it if it is not already there.

Next, enter a value for it of 65000. That will do it, you can also lower the value to keep the delay but make it delay only a short amount of time.
