An IP address is simply a number that can identify or determine exactly who you are, or at least what home or address your computer is at (actually your router). Many may want to change their IP address, or be able to dynamically change their IP address at any given time. The exact information can only be determined by your ISP service, as they control this and keep it private. Keep in mind the average Joe can determine a general area from your IP address. For example someone could determine that you are in or near Chicago, New Orleans, Cedar Rapids, Iowa, or what country you are in, just to give you a few examples. It's fairly generic, but thats all they can tell. If you want to change or alter your IP address, you can only do this within the computers in your house, not externally to the rest of the world. For example 3 computers in your house will have different ip addresses internally, and those can be changed, but they all would go through your router and be "one" ip address to identify you. You cannot change this, it doesnt matter what you do on your computer, as the ISP service controls "who you are" and this can always identify you to the ISP service. This is also why the recording industry has to contact your ISP to find out who you really are when they sue people for stealing music. They need to find out who the exact IP address is that is illegally distributing their music. The ISP protects this information, but if ordered by the courts then they will reveal exactly who you are, and this is done by identifying the owner of that IP address.
