Detailed Description:

The file status code 23 is returned when the file i-o result was that an attempt was made on a file to access or read a record that did not exist in the file. This could be that its just a basic not found condition. It could also be that the file was not actually found on the mainframe. This file return code is referring to mainframe cobol file status codes (Vsam return codes or cobol file status codes).
